Abstract. The article presents the brief biographical survey about one of the Caucasian administrators of the middle of the XIX century, the chief of the Terek oblast Dmitrii Ivanovich Svyatopolk-Mirskii and describes the document providing an idea about his views on governing the region. Being competent in the sociocultural specificity of the region, Svyatopolk-Mirskii proved himself to be a consistent follower of regional guidelines in governance. He developed his ideas and proposals on the improvement of administration in the Terek oblast in "Memorandum about the Terek Oblast", where the issues of legal procedure, land commissions functioning, and local police organization are considered.
