ESTABLISHMENT OF STAFF COMMISSIONS AND THEIR ROLE IN REGULATION OF EMPLOYMENT RELATIONS IN THE 1920S

Abstract. In the article the reasons of mass staff reduction at enterprises and institutions in the 1920s as well as the establishment and activity of staff commissions are considered. Staff commissions were the instrument of the state regulation of staff policy at enterprises and institutions in 1919-1921. The author studies the tasks, principles and methods of staff commissions’ work and gives data about the quantity of redundant people in industry and at state institutions during the first years of New Economic Policy, concludes that mass staff reductions were the reason for the appearance and quick development of unemployment during the first half of the 1920s.
