GENERAL P. D. TSITSIANOV’S PROGRAMME ON POLITICAL AND SOCIAL-ECONOMIC RECONSTRUCTION OF KABARDA IN 1804

Abstract. The article considers the programme on the political and social-economic reconstruction of Kabarda worked out by the famous military and political figure of the Russian Empire, the commander-in-chief of Georgia P. D. Tsitsianov in 1804 in historical context. It represented his views on the peaceful development of the territory through economic development, the development of education, etc. It is shown that a number of the provisions of this project got practical implementation and were an alternative to the military conquest of not only Kabarda, but the whole North-East Caucasus.
