PUBLIC VALUES AND PARLIAMENTARY CULTURE DEVELOPMENT IN RUSSIA

Abstract. The author of the article defines parliamentary culture as a system of value orientations of groups or society as a whole representing their attitude to the parliament; it is studied in the aspect of the problem of public values formation ??in modern Russia. The author concludes that the level of parliamentary culture and public discussion does not meet the needs of modern state administration. The author relates the prospects for parliamentary culture development to the training and education of young people, to the increase of population’s awareness, to the truthfulness of information coming from the parliament, to the establishment of relations between citizens and deputies on the basis of humanitarian and not manipulative technologies, through the formation of the relations of trust and mutual responsibility.
