TACTICAL AND STRATEGIC SUBSTANTIATION OF PEOPLE’S WILL TERRORISM

Abstract. This article analyzes the reasons of transition of populism to terrorist tactics. Main attention is paid to the analysis of party documents and the activity of the organization "People’s Will". The conclusion is made about the substantial change of the ideological and strategic framework of populism, and the rejection of social reforming in favor of possible political transformations on the side of the government. This was reflected in attempts to wrest the regime relaxation and political concessions from the imperial government under the threat of revolutionary terrorist violence.
