Abstract. The author of the article by the example of archival data shows the activity of masses in the formation of artistic culture on the periphery. The formation of the system of artistic culture management in Bashkiria is traced. The thesis that the management of artistic culture is possible without directives from "above", on the initiative coming from local authorities is substantiated.
