COLLEGIAL (COLLECTIVE) RESPONSIBILITY OF GOVERNMENT

Abstract. The article considers the notion and features of the collegial (collective) responsibility of the government. The author pays attention to the topicality of the views of the national political and legal thought representatives of the end of the XIX - the beginning of the XX century, who studied the institution of "responsible government" in their works. Taking it into consideration the article shows the need to ascertain the criteria and bases of differentiation between legal and political responsibility, as well as the effectiveness of combining the principles of the collegial and individual responsibility of ministers with a view to improve the legislation of the Russian Federation.
