Abstract. The article reveals the specificity of the basic domestic conceptions of administrative liability. Particular attention is paid to the systematization of the directions of improving the legislation on administrative offenses, including the optimization of administrative fines amplitude. The article emphasizes a number of suggestions intended for gradual integration into the current legislation on administrative offenses, in particular the development of the institutions of reconciliation with victims and public censure.
