Abstract. The author gives the comprehensive analysis of civil society in one of the poorest countries in the world – Ethiopia, considers in detail the features of national non-governmental sector formation in the most difficult conditions of this African state transition from totalitarianism to democracy, reveals its advantages and disadvantages, and in particular covers such aspects as the history of non-governmental organizations development, their classification, and also the relationship between them and the state.
