Abstract. The author discusses the insufficiently known history of library science in Russia – district public libraries, basing on archival materials considers the formation and development of public libraries in the district towns of Kursk province at the end of the XIX th – the beginning of the XX th century, pays attention to the legal status of libraries, the role of Kursk zemstvo in the organization of public libraries, their founders, and analyzes the management of libraries, the structure of library stocks and the sources of finance.
