Abstract. The author considers the system of correctional labour camps formation and organization in Volga region during the Civil War, shows that under the conditions of the absence of economic incentives to labour the camps performed an important function of the region enterprises provision with cheap labour force that allows rethinking the nature of the soviet state in the sphere of labour, and pays particular attention to the camps functioning, the social composition of prisoners and misconduct that led to imprisonment.
