Abstract. The author presents the analysis of the electoral legislation of the first years of the soviet power and its law enforcement practice, basing on the Constitution of the RSFSR of 1925 and other legislation acts discusses the features of election campaigns to Tambov province local authorities in the middle of the 1920s, pays particular attention to the order of elections cancellation and reelections and additional elections to Councils, and considers the reasons of the transition to the policy of "Councils recovery".
