Abstract. The author analyzes the electoral legislation of the first years of the Soviet power and its law enforcement practice, basing on the Constitution of 1918 and other legislative acts considers the features of Tambov province local authorities electoral campaigns at the beginning of the 1920s, pays special attention to the practical application of the provision on disenfranchisement as the main method of the party majority achievement in Councils, and considers the reasons of the transition to the policy of "Councils reviving".
