ZEMSTVO PUBLIC LIBRARIES IN KURSK PROVINCE: FORMATION AND DEVELOPMENT (THE END OF THE XIX TH – THE BEGINNING OF THE XX TH CENTURY)

Abstract. The author considers the legal status of libraries in Russia at the end of the XIX th – the beginning of the XX th century, the role of Kursk province zemstvo in free public libraries organization and development and other community organizations participation in libraries creation, traces libraries growth dynamics in the districts of the province, and basing on the research of the informational-pedagogical bureau of Kursk province zemstvo analyzes the work of libraries, the composition of funds and readers.
