Abstract. The author, by the material of Kostroma region, considers the problems of the secondary education system staffing during the school reform of 1958-1964, describes the role of state and public organizations in staffing problem solution in the context of the concrete-historical specificity of Kostroma region development, and undertakes an attempt to show the contradictions, which arose due to the reform program implementation.
