ZEMSTVOS ACTIONS ON POLICE REPLACEMENT BY MILITIA WITHIN URAL IN 1917

Abstract. The author reveals zemstvos actions on police replacement by militia within Ural after the February Revolution, shows that zemstvos activity included recruitment and strengthening the material-technical base of militia, reveals and substantiates both positive and negative features of this process, and basing on the conducted research suggests using zemstvos historical experience in modern local governments work.
