Abstract. The authors reveal the educational policy mechanisms of the Russian state in the second half of the XIX th – the beginning of the XX th century among the Muslim population in Russia, show the enlightening role of domestic teachers in this field, and mention the reasonability of reference to their valuable experience with the purpose to take advantage of its positive results for the modern educational system.
