Abstract. The author reveals the connection between the main features of national self-consciousness and the features of state development, proves the inability of the Russian state existence beyond the understanding and acceptance of the?? Russian culture values, without the correlation to the Russian mentality, analyzes the ideas about the ideal relation of state, authorities with the individual and society, pays particular attention to the problem of collegiality, and considers the spiritual foundations of the Russian state priority development.
