INSTRUMENTS OF MIGRATION LEGAL REGULATION IN THE RUSSIAN FEDERATION

Abstract. The author reveals modern aspects of legal instruments application in regulating population migration in the Russian Federation, pays special attention to the substantiation of the system of actions on migration-legal policy optimization in Russia, tells that migration is a sphere that is associated with many rights of man who exercises his right to freedom of movement, and state should monitor the realization of these rights, and reveals the main task of state, which is to distribute evenly the responsibilities between federal and regional authorities.
