STRUCTURE, FUNCTIONS AND LEGAL BASES OF RAILWAY GENDARME-POLICE DEPARTMENTS ACTIVITY WITHIN LOWER VOLGA REGION AT THE END OF THE XIX TH – THE BEGINNING OF THE XX TH CENTURY

Abstract. The author, by the example of Lower Volga region, traces the history of the formation and activity of gendarme police departments for the protection of railways, shows the organizational features of the service-operational activity of law machinery in the system of the railway transport of the Russian Empire at the end of the XIX th – the beginning of the XX th century, and basing on the analysis of the texts of orders to departments and inquiry materials concludes that the tasks of crime prevention and the protection of passengers and freight forwarders’ legitimate rights had great significance in the responsibilities of gendarmes on railways.
