Abstract. The author studies educational process at further training courses of party and soviet cadres under Komi Regional Committee of the Communist Party of the Soviet Union during "restructuring", considers the development of party and soviet cadres training system in the second half of the 1980s, and analyzes the educational and methodological work of further training courses, the features and content of the students curriculum, as well as the methods and means of enhancing the effectiveness of training.
