Abstract. The article is devoted to the changes in the modern western theory and practice of state administration that have arisen in connection with the criticism of the new public management conception and the development of state values conception. The author emphasizes the problem of the organization of citizens’ direct participation in the process of public values formation, the value ??of pluralism and the development of civil capabilities.
