Abstract. The article deals with the rearrangement and activities of the State Property Ministry in 1861-1875. After the abolition of serfdom the body that performed the Ministry of Agriculture functions in the Russian Empire during Alexander II reign ceased to meet its former purpose. The transfer of state peasants to the Ministry of Home Affairs reduced the responsibilities of the State Property Ministry so much that it caused the issue of its rearrangement, or abolishment. Many statesmen and public figures considered that body to be unnecessary. Therefore, the members of the State Property Ministry were supposed to solve the problem of defending the agricultural department.
