THE USSR AND THE USA IN SEARCH FOR PEACEFUL SETTLEMENT OF VIETNAM CONFLICT IN 1967: OPERATION "SUNFLOWER"

Abstract. The author considers one of the first attempts of Vietnam conflict peaceful settlement, which is known in history as the operation "Sunflower", analyzes the course and stages of political-diplomatic collisions, connected with the attempts of the parties to find a compromise in Vietnam conflict, basing on Pentagon documents that were fully declassified in 2011 studies the role of the Soviet Union in the search for the peaceful settlement of the conflict in Vietnam, for the first time in historiography analyzes the reasons of the negotiations failure on the basis of the comments made by the Chairman of the Council of Ministers of the USSR A. N. Kosygin in 1967, and comes to the conclusion that the USA overestimated the ability of the USSR to influence the policy of North Vietnam, which was one of the reasons of the failure of the operation "Sunflower".
