Abstract. The author considers the problem of customs service formation on regular basis in the Russian Empire in the XVIIIthcentury, studies service organization in port and border customs, its normative and organizational foundations, and uses the collection of the normative acts of the Complete Collection of Laws of the Russian Empire, as well as the records management materials of St. Petersburg port customs as the source base of the research.
