Abstract. The author analyzes the learners' contingent of the party and soviet personnel of Komi ASSR in the 1980s at Leningrad Higher Party School and Academy of Social Sciences under Central Committee of the Communist Party of the USSR, and pays attention to the planning and estimation of the managerial personnel learners contingent of the republic, as well as the peculiarities of creating the long-term plans of management personnel training analyzing the composition and amount of the party and soviet personnel attending higher party educational institutions.
