COMPLAINTS ABOUT ZEMSTVO HEADS AS WAY OF THEIR ACTIVITY EFFICIENCY CONTROL (BY THE MATERIALS OF OREL PROVINCE)

Abstract. The author estimates the activity efficiency of zemstvo heads within Orel province in the last quarter of the XIXth - the beginning of the XXth century basing on the analysis of submitted complaints, for the first time in literature reveals the institutional order of complaints submission and processing, their content, themes and quantity, pays particular attention to the reasons of complaints submission, and on the basis of the carried out research determines the basic neglects in zemstvo heads' activity and the degree of this institution controllability.
