SCIENCE AND TECHNOLOGY CAPACITY INDEX AS KNOWLEDGE ROLE INDICATOR IN STATE DEVELOPMENT

Abstract. The author discusses the problems of states development and their unique dynamic capacities for competitive advantage maintenance in terms of the modern world instability and unsteadiness, uses Science and Technology (S&T) Capacity Index of state for the demonstration of special knowledge role in modern state, and basing on the research demonstrates that knowledge is an indispensable condition for effective policy and administration formation and can become the source of the dynamic capacities of state.
