Abstract. The author considers the features of new soviet legality establishment within Pskov province in 1917-1919, determines the common characteristics of Bolshevik understanding of legality, which served as the bases of law enforcement agencies activity, pays particular attention to people's courts activity, and analyzes the factors affecting the establishment of the new principles of legality: historical conditions, the subjective ideas of population and state authority individual representatives on law as the system of interpersonal relations.
