Abstract. The author undertakes the attempt to reveal and analyze the key stages of enterprises transfer to the new system of planning and economic incentive in 1966-1971, to illustrate the theoretical propositions presents the data on Volgograd region, which was experimental for the reform implementation, and determines the major drawbacks of the reform, which ultimately led to its collapsing.
