DAGESTAN SOCIAL-CULTURAL DEVELOPMENT AT THE TURN OF THE XXTH-XXIST CENTURIES: ON THE EVE OF THE REPUBLIC CONSTITUTION ADOPTION OF 2003

Abstract. The author presents the comprehensive study of Dagestan social-cultural life at the turn of the XXth-XXIst centuries, basing on the analysis of social-cultural sphere development rates determines that despite the difficulties of transformation period in the country at the beginning of the XXIst century the prerequisites for crisis phenomena overcoming and obtaining the path of social-economic recovery were formed; and concludes that vertical power structure reformation and strengthening and ensuring of regular republic infrastructure development conditioned the necessity to develop and adopt the new Constitution.
