Abstract. The authors consider the materials of declassified Fund 65 of State Archive of Social-Political History of Kursk region (Kursk Province Committee of Communist Party), undertake the attempt to conduct the complex analysis of the Regional Party Committee personnel work at the beginning of the 20s of the XXth century, which created the foundations of personnel recruitment nomenclature system mechanism, and substantiate that the improvement of state personnel policy is impossible without taking into account the positive and negative results of soviet nomenclature system development.
