Abstract. The author discusses the process of local authorities adaptation to functioning under new conditions generated by political modernization process at the beginning of the ХХth century, and pays special attention to the analysis of state administration bodies attitude to democratic freedoms imposed in Russia with Manifesto of October 17, 1905 and implemented by provincial society.
