Abstract. The author considers urban architectural service activity during the period of 1943-1949, on the basis of archival materials determines the first steps towards urban public utilities reconstruction in the process of the transition to peaceful construction, reveals chief architects' activity in the implementation of reconstruction period urban policy, and analyzes the legal framework of this activity.
