Abstract. The author reveals the features of the law-making activity and departmental regulatory acts creation of the Central Administration Department of the PCIA of the RSFSR in departmental militia organization and functioning regulation, and pays special attention to the study of the preparation, adoption and content of different types of by-laws (regulations, instructions, circulars and circular letters).
