Abstract. The author discusses the eminent Russian liberalism theoreticians' ideas about the most important social prerequisites of political parties' institution genesis, shows that those prerequisites included, in particular, the processes of social class organization transformation, the involvement of masses into political life, the increase of intellectuals' social role; and emphasizes the fundamental differences in the perception of the range of problems that existed in the Russian liberal scientific community.
