Abstract. The author considers the problem of the definition of the territorial fundamentals of local self-government in Soviet Russia on the basis of legislative regulations and scientific publications, and substantiates the thesis about local self-government existence in Soviet Russia, which was integrated in state administration system, but preserved its own competence fundamentals.
