PREEMPTIVE POSSIBILITIES OF LEGAL POLICY IN SPHERE OF STATE SECURITY ENSURING

Abstract. The author considers the problem of the integral characteristic determination of state capacities to protect its interests, basing on the research experience of the relevant theoretical constructions, suggests using the category of state prevention potential as the most objectively characterizing the capability of its vital interests protection, and substantiates relevant estimated characteristics and parameters.
