Abstract. The author reveals the process of the institutionalization of the Russian Youth Union and youth public organizations in the Republic of Bashkortostan, Orenburg and Chelyabinsk regions, analyzes the position and role of youth public organizations in the process of civil society formation at the crucial point of the Russian history.
