CONCEPTUAL BASES OF FORMATION OF CHINESE POWER OF HUMAN RESOURCES

Abstract. The author analyzes one of the basic ideas of the modern Chinese society development - the strategy of the Chinese power of human resources formation, its main objectives, formation stages, implementation principles and mechanisms, emphasizes the leading role of this conception in removing the contradictions of China rapid development by improving the Chinese society human potential development level, suggests that the consequence of this strategy implementation will be the Chinese state gradual transition to a higher level of development and its inclusion into the number of the world powers, and mentions that the Chinese strategy regulations of the formation of the power of human resources are universals reflecting not only the internal processes of the Chinese state, but also the general global tendencies of the transition to knowledge society.
