VOLUNTARY BASIS INSTITUTION IN ELITE-MASS RELATIONS EVOLUTION WITHIN THE USSR IN THE 1960S

Abstract. The author reveals one of the little-known aspects of the political reform undertaken at the turn of the 1950-1960s on Khrushchev's initiative and aimed at reducing the influence of the party-state bureaucratic establishment, considers voluntary basis institution in party and soviet work from the perspective of masses influence on the process of political decisions making by local elite, and basing on archival sources and by the example of the local political administration in Perm' region of that time deduces the evolution of voluntary basis forms, the mechanism of the establishment of bureaucratic control over public activity manifestations.
