FOOD ENTERPRISES MANAGEMENT WITHIN VOLGA REGION IN THE 1930S

Abstract. The author considers the mechanism of management personnel selection and placement; reveals the contradictions between self-accounting elements development course and centralized planning, covers the problems with which business leaders faced: the lack of adequate funding, constant fear for their future under the conditions of massive campaigns against sabotage; and shows that constant managers' rotation and most managers' low skill level often constrained food enterprises development.
