ECONOMIC-STATISTICAL ACTIVITIES OF CITY AND ZEMSTVO AUTHORITIES WITHIN WESTERN SIBERIA IN 1917-1919

Abstract. The author considers the economic-statistical activities of city and zemstvo self-administration within Western Siberia, which had their own peculiarities and specifics manifested in the late formation of zemstvo, the borrowing of statistical surveys experience, as well as the lack of personnel; pays particular attention to the trends of economic-statistical recording, which covered all spheres of society life and activities, and reveals the significance of statistical data as management strategic resource in the system of city and zemstvo self-administration by factual material.
