Abstract. The author analyzes the condition of the soviet and party authorities within Tambov province at the beginning of the 1920s and discusses the party leadership's first steps concerning the party-soviet system power restructuring, techniques and methods implemented in the process of restructuring after civil war and peasant uprisings (Antonov's mutiny).
