NOBILITY SELF-ADMINISTRATION IN CENTRAL BLACK EARTH REGION: CONSERVATIVE OPPOSITION TO P. A. STOLYPIN'S LOCAL SELF-ADMINISTRATION REFORMS

Abstract. The author presents the analysis of the criticism of local self-administration reforms planned by P. A. Stolypin at the beginning of the XXthcentury by nobility self-administration bodies and reveals that criticizing reforms from conservative positions noblemen paid attention to the necessity of taking into account the historical traditions of the Russian society and the interests of the nobility who had, in their opinion, undoubted merits in the formation and development of zemstvo - the most important structure of local self-administration.
