Abstract. The author describes Penza province population's attitude to the different types of the duties stipulated by soviet authorities during Civil War, considers the most common duty types within its territory by the materials of Penza province archives, reveals the ways and reasons of duty evasion, indicates the amount of evaded and considers public opposition to certain duties.
