Abstract. The author considers cooperation structure regulation policy applied during the 1920s-1930s. Studying this question allowed making the conclusion that regulating personnel work according to party, class and social principles undermined the basis of cooperation as an economic organization and contradicted the cooperative principles of voluntariness, independence and self-administration.
