Abstract. The article is devoted to the questions of the activity of medical institutions of Lower Volga region during the most dramatic period of the soviet public health service history: 1919 - the beginning of the 1920s. The author gives the characteristic of sanitary-epidemic conditions and the general state of public health service in the region and researches the work of the local bodies of public health service concerning struggle against epidemics.
