REFUGEES DURING THE FIRST WORLD WAR: STATUS AND PROVISION PROBLEMS (BY THE EXAMPLE OF BLACK SEA PROVINCE)

Abstract. Refugees' movement was widely spread during the First World War. The author undertakes the attempt to consider the legislative base devoted to this question and also the degree of the realization of the care for refugees by the example of Black Sea province.
