SOVIET TECHNOCRATIC ELITE IN POST-SOVIET EPOCH: DISAPPOINTED HOPES (BY THE EXAMPLE OF ANGARA-ENISEI REGION)

Abstract. The article analyzes the objective and subjective factors which conditioned the specificity of the economic and political activity of regional technocratic elite during the final stage of restructuring. The author pays special attention to the peculiarities of economic administrators' behavior under the conditions of national property privatization and estimates the results of the privatization processes of the middle of the 1990s concerning technocracy, its participation and place in post-soviet society political life. The estimations of eminent economic administrators of the soviet epoch concerning the political and economic situation in the country in the middle of the 1990s are given.
